Recreation Centers of Sun City West General Manager Bill Schwind said numbers are in good shape from bowling and golf, as well as participation levels remaining strong at clubs. He said the shift in trend from winter visitors to year-round residents is visible in Sun City West.
“We are open as usual throughout the summer and all activities are good to go. And there are special times for the younger visitors in the community on vacation,” Schwind said.
James Riley oversees both the Membership Services office and covenants, conditions, and restrictions department, and said staff is working diligently. He said a lot of new people are coming into the community, with 173 homes sold in April, which is a record sale. Right now, in the area of CC&Rs, weeds continue to come up as problems with homeowners, as well as recreation vehicle parking, as people are packing up to head out of the community.
“These (CC&Rs) are a legally binding document you signed when you purchased your home and it is expected people will honor what they signed,” Riley explained.
Households were given a 3-fold brochure, inserted into the Sun City West Independent, that highlights the explanations of the department and how the fines pricing works.
Each homeowners association has a set of CC&Rs and an electronic version can be emailed or printed for anyone in need by calling 623-544-6100.
Riley explained there are three different ways residents can file complaints — at suncitywest.com and click on the CC&R button, call or stop by the Member Services building, 19803 R.H. Johnson Blvd.
Lawn maintenance, weeds, lack of trimmed bushes, and, at this time, palm tree trims, as each goes into bloom, are necessary.
Riley said the department works with Maricopa County Sheriff’s Office, code compliance, fire safety as well as Adult Protective Services.

The latest masterplan information will be revealed during a Recreation Centers of Sun City West governing board workshop 9 a.m. Friday, May 13 in the social hall at R.H. Johnson Recreation Center, 19803 R. H. Johnson Blvd., and on the association’s YouTube channel.

You might want to check out the Sun City West web site. They have complete transparency - even on their Governing Board page. We may be the original Sun City, but we're certainly not first when it come to web pages, IT, and transparency!

Excellent question, Bill. In my past, I have worked for a number of NPOs (Non Profit Organizations) and been on NPO boards. All these NPOs not nearly as big as RCSC, but ALL had a masterplan they followed, some religiously so. To the point that they had short and long-term plans and even placed checkmarks on a master document toward further review by the IRS and Oregon Dept. of Revenue. Yes, that one was under the heel of Uncle, with the friendly and ever-ready folks in Salem keeping an eye out. Yes, we were charged with pulling a small NPO back from the brink of dissolution by the IRS. All for not filing a simple little 990 form for three years running. The most recent one filed by RCSC is 2019. What is this? Where are 2020 and 2021? I am terrible with reading and comprehending numbers, but one line I DO see and understand is #6, asking for number of volunteers. The number 9 is listed. Nine for the nine Board members with no acknowledgement of committee members, club officers and a plethora of volunteers who get No credit. What about the PRIDES and the Posse plus hundreds of others who make Sun City their home AND their business? My questions are: who fills out this document and where are the 2020 and 2021 990s?

Exceptional article and clearly Sun City West gets it. They agreed to follow Title 33 back in the early 2000's rather than have an ugly long legal battle. The outcome was a more open and transparent form of governance. I visit their website often and sometimes even watch their videos of meetings. It isn't a secret society where you need to know the hand shake to get in the door.
Every organization, business or company should have a master plan. I argued it for years; strategic, comprehensive and shared with the community. I was talking to myself i guess.
